Couple reviewing household finances while planning a home purchase

Singapore Home Loan LTV Limits in 2026: How Much Downpayment Do You Need?

Short answer: your Singapore home loan LTV limit determines the largest loan a lender may offer against the lower of a property’s purchase price or valuation. For an eligible HDB loan, the current LTV cap is 75%, so buyers generally need to plan for at least 25% from CPF, cash and eligible grants. Bank-loan limits depend on MAS rules, your existing housing loans, age, tenure and the lender’s assessment. Work out the LTV before paying an option fee.

What does LTV mean?

Loan-to-value (LTV) is the loan amount as a percentage of the lower of the purchase price or the property valuation. If a home costs $1,000,000 but is valued at $950,000, a 75% LTV illustration produces a maximum loan of $712,500, not $750,000. The difference between the price and valuation is a cash gap and is commonly called cash over valuation (COV).

Current HDB and bank-loan planning

HDB housing loan

HDB states that its loan is based on the lower of the flat price or market valuation. The current HDB housing-loan LTV limit is 75%. In a simple $800,000 example, 75% is $600,000 and the balance is $200,000 before considering grants, fees and the approved loan amount. Your actual amount can be lower after HDB assesses income, age, credit commitments and repayment capacity.

Bank housing loan

For a bank loan, the applicable cap is set by MAS rules and your profile. The number of outstanding housing loans, borrower age, property type, loan tenure and whether the property is residential all matter. Banks may also approve less than the regulatory maximum after their own affordability and credit checks. Treat a headline LTV as a ceiling, not a promise.

Long-tenure and age rules can reduce the cap

MAS explains that the LTV limit is lower when the loan tenure exceeds 30 years, or 25 years for an HDB flat, or when the tenure extends beyond the borrower’s age of 65. These rules can materially increase the downpayment. Ask the lender to quote the LTV for the exact tenure and borrower ages rather than assuming the standard cap.

How to calculate your downpayment

  1. Confirm whether you are considering an HDB loan or bank loan.
  2. Get a realistic valuation and compare it with the agreed price.
  3. Multiply the lower figure by the applicable LTV cap.
  4. Subtract the approved loan from the price to find the downpayment and any valuation gap.
  5. Budget separately for buyer’s stamp duty, legal fees, renovation, insurance, taxes and an emergency reserve.

For example, if the price is $1,000,000, valuation is $950,000 and the applicable cap is 75%, the illustrative maximum loan is $712,500. The $50,000 price-to-valuation gap is not financed by that loan and should be planned as cash. This is an example only; your lender’s valuation and approval control.

LTV is only one affordability test

Monthly instalments must still fit the Total Debt Servicing Ratio (TDSR). For many HDB and EC purchases, the Mortgage Servicing Ratio (MSR) may also apply. Read our TDSR vs MSR guide before choosing a price range, and compare the practical differences in our HDB loan versus bank loan guide.

Checks before you pay an option fee

  • Request a bank In-Principle Approval (IPA) or HDB eligibility assessment; an IPA is not a guarantee of final approval.
  • Ask how the lender treats bonuses, commissions, variable income and existing credit facilities.
  • Check whether the valuation is independent and whether a COV must be paid in cash.
  • Stress-test the instalment for higher interest rates, reduced income and major household expenses.
  • Keep a cash buffer after completion; do not commit every dollar to the downpayment.

Our bank IPA checklist can help you prepare. If you are buying an HDB resale flat, also read how COV affects cash planning.

Frequently asked questions

Is the HDB loan LTV always 75%?

75% is the current HDB housing-loan cap announced by HDB, but the approved loan may be lower after eligibility and affordability checks.

Can CPF pay the whole downpayment?

CPF use depends on CPF rules, property type, remaining lease and your available balances. A valuation gap or COV generally needs cash.

Does a bank IPA lock in my LTV?

No. Final approval depends on the property, valuation, documents, updated liabilities and the bank’s final credit assessment.

Why is the loan based on valuation?

Using the lower of price or valuation limits borrowing against an inflated price and protects both borrower and lender.

Can a longer tenure increase my loan?

It may reduce the monthly instalment, but MAS age and tenure rules can reduce the applicable LTV cap. Total interest paid may also be higher.

What happens if the valuation is below the price?

The difference is not covered by the LTV-based loan. Plan for it in cash and reassess whether the purchase remains comfortable.

Should I choose an HDB loan or bank loan?

Compare flexibility, interest-rate risk, refinancing options, grants and your long-term plans. There is no universal best choice.

Can LoanSupermart guarantee the maximum loan?

No. We can help you compare options, but only HDB or the lender can confirm the approved amount.
